關於日本政府在新型冠狀病毒因應對策的評價分歧。雖說日本的感染情況與死亡人數,相較於世界各國而言,疫情影響相對受到控制,但也有諸多聲音批判日本政府的因應對策毫無戰略,僅是將就處理,未能做到危機管理。本文從風險傳播的觀點,針對政府機關要求民眾在公共衛生方面採取的防疫措施,以及民眾防疫的實情進行研究。其次,從全國社會調查資料分析結果來看,發現民眾對於行為者的信賴程度,是影響風險傳播的關鍵因素。且很明顯地反映出,風險傳播的過程,與民眾對於政府施政的評價、民眾採取的防疫措施息息相關。對於大規模傳染疾病的因應對策,像這般藉著風險傳播讓民眾落實防疫的「參與式危機管理」是相當重要的,而要落實這種危機管理,培養信賴關係是不可或缺的關鍵。 The evaluation of the Japanese government's policy to the new coronavirus is divided in the Japanese society. Most people think that the damage the virus has caused can be relatively suppressed when comparing to the infection situation and the number of deaths from around the world. In Japan, there are many criticisms that the Japanese government's policies are not strategic and ad hoc and crisis management is not possible. From the perspective of risk communication, we clarified between the government's request for public health preventive actions to citizens and the actual state of preventive actions of the people. And from the data analysis of the national social survey, we found that the reliability between actors is important for the risk communication. It has become clear that these risk communication processes are linked to the public evaluation of government's policies and the preventive actions of citizens. The practice of crisis management, which is the preventive action of citizens by risk communication, is important for countermeasures against infectious disease pandemics, and to do so, building trust between the government and the people is indispensable. |
