中國城鎮化政策的不斷推進和完善，城市發展在人口大國中就起著越來越重要的作用。但是如今中國城市的發展模式是否能與能夠匹配政策的需求？在智慧城市的發展過程當中有一個不能忽視的重要基礎要素：人本因素。所以，本研究為了更好的衡量智慧城市發展的主要因素，從民眾角度的為切入點進行探討，並進行因素之間的分析。本研究結合多元 IPA 和 DEMATEL 對市民滿意度進行研究。研究結果確定出智慧城市發展中 5 項急需加強改善的因素，6 項次需改善的因素，7 項繼續保持的因素以及 4 項供給過度的因素。其中「催生培育雲計算、大資料、物聯網、移動互聯網、通信、數位內容等新一代資訊技術產業」、「整合共用治安監控、交通監控、社區安防、社會監控等視頻監控系統」和「一站式的網上審批服務系統」是改善的重中之重。針對所提出的民眾對於智慧城市發展的重點改善因素，以及與一、二線城市發展因素之間的比較得到的發展因素來進行下一步的智慧城市發展規劃。

The social development centered on socialism with Chinese characteristics, cities will inevitably become the core and foundation of China's economic and social development. However, in the process of urbanization expansion, there are many problems and challenges, and the road of wise city development has become the best way to effectively solve these difficulties. In recent years, in the development process of smart cities, there is an important basic element that cannot be ignored: human-oriented factors. Therefore, in order to better measure the main factors of the development of smart cities, this study explores from the perspective of the public and makes an analysis of the factors. This study combines multiple IPA and DEMATEL to study citizen satisfaction. The results of the study identified five factors that urgently need to be improved in the development of smart cities, six factors that need to be improved, seven factors that need to be maintained and four factors of excessive supply. Among them, 'fostering a new generation of information technology industries such as cloud computing, big data, internet of things, mobile internet, communication, digital content, etc.', 'integrating video surveillance systems such as public security surveillance, traffic surveillance, community security, social surveillance' and 'one-stop online approval service system' are the most important ones for improvement. Heavy. In view of the proposed key improvement factors for the development of smart cities and the development factors compared with those of the first and second-tier cities, the next step of smart city development planning is carried out in order to better enhance citizens' sense of happiness in the city.
