"當下“飯圈”呈現出頻繁投訴與舉報、非理性消費、資料造假以及組織性的行為失範現象。“飯圈”負面行為的產生與資方控制及平臺打榜的主導、藝人與“飯圈”組織者的推動、粉絲的參與及沉浸密切相關。“飯圈”的負面行為違背公序良俗,須進行綜合治理。應合理設置平臺的內容管理義務、調整刑法對巨額逃稅的處罰規則、完善網路舉報制度、明確藝人及經紀公司或工作室對粉絲的引導義務。此外,應區分“飯圈”組織者雇主責任、教唆及說明侵權規則的適用、賦予粉絲組織民事主體身份、家庭內部弘揚優良家風。"

"In recent years, chaos such as the frequent complaints and reports to suppress dissidents, fanatic consumption, data fraud, disordered organizational behavior emerged frequently in fandom. The causes of the above-mentioned irrational supporting behaviors include capital control, the dominance of platform rankings, the promotion of celebrities and fandom organizers, and the involvement and indulgence of fans. Its consequences erode the principle of public order and good social customs, which should be comprehensively regulated. We must reasonably set platforms content governance obligation, adjust criminal penalties for celebrity’s huge tax evasion, clarify the celebrity’s duty to guide fans, distinguish the applicability of the organizer’s infringement rules, improve the online reporting system, carry forward the family education and family values, and give fans organizations a civil subject status."
