以海域空間規劃治理金廈海域之初探性研究──以海漂垃圾為例

A Preliminary Study on Governing Kinmen and Xiamen Sea Area by Marine Spatial Planning - the Case of Floating Marine Debris

海漂垃圾長久困擾著金門，迄今除了污染金門海域、影響金門岸際沙灘景緻外，更可能引發金門的民生問題，甚至威脅臺灣的防疫工作。基於此，本研究目的在於透過整理海漂垃圾相關文獻、並藉由金門海漂垃圾現況及相關處理政策分析，探討基於「生態系統管理」，建構一個以「海域空間規劃」為治理工具之金廈海域管理框架，以建立金廈海域的環境協調管理機制。研究後發現，建構一個「金廈海域空間規劃」有其必要性與可行性，並據此提出金廈海域空間規劃之理論架構、規劃實踐期程與途徑，以有效解決金廈海域海漂垃圾的治理問題。

"Kinmen has been persecuted by the floating marine debris for long time. It does not only pollute the Kinmen sea area but also affects the scenery of the beaches in Kinmen. It may also cause livelihood problems in Kinmen and even impact the epidemic control in Taiwan. Therefore, the purpose of this study is to explore the data of Kinmen and Xiamen Government cleaning the floating marine debris, and the difference of distribution areas according to the season, ocean current and tides in order to understand the correlation between the floating marine debris in Kinmen and Xiamen sea area and propose the strategies controlling the floating marine debris in Xiamen drifting to Kinmen. Besides, by applying the ''ecosystem management'' framework, the necessity and feasibility of ''marine spatial planning in Kinmen and Xiamen Sea Area'' would be proposed in order to effectively solving the floating marine debris in Kinmen and Xiamen sea area."
