"In 2000 the Executive Yuan of Taiwan approved the“Promotion of the Development Plan for Yacht Activities”, which has the vision of creating a high-quality and safe environment for yacht activities, as well as for developing and promoting leisure and sightseeing activities for such big pleasure boats. Taiwan is surrounded by the sea, has excellent geographical conditions and abundant tourism resources, and has gradually improved its port conditions. It has also seen successive deregulation of laws and policies under the support of the“Ocean Taiwan”Initiative and the“Blue Highway Ten-Year Unitary Development Plan (2021-2030)”. All these factors make the future development of Taiwan’s yacht industry very exciting. At the same time, in view of the optimistic future of the yacht industry, the“Marine Tourism Plan”proposed by the Tourism Bureau in 2021 pointed out that leisure activities of yachts have gradually become diversified and popular, and thus a safer and friendly environment should be constructed.“Marine Education Policy White Paper (2017)”also noted that emerging marine industries, such as yachts, are involved in the overall development of the industry chain and interdisciplinary knowledge, and so it is urgent to plan and establish a cultivation mechanism for related talents. However, there is a gap between the supply and demand of marine talent cultivation and the industry, and there is a situation in which professional talents cannot fill the needs of the industry in a timely manner.After researching international trends and world development, it can be seen that most developed countries have adopted occupational competency benchmarking and provided appropriate education and training to effectively solve the existing problems in the yacht service industry, such as the gap between learning and application and the shortage of industry talents. Compared to yacht talent training institutions that already include clear courses, skills, and certification grading and systems in foreign countries, Taiwan’s talent training courses or certification programs are indeed inadequate. Therefore, it is necessary to discuss the cultivation of professional yacht service talents from the aspects of industry, policy, as well as education and training. Based on this, the present study starts by analyzing the current situation of the yacht industry, discusses the needs of yacht service personnel, and then conducts a preliminary analysis of the occupational competency of personnel in the yacht service industry. The preliminary research of this paper is expected to provide suggestions on the future development of service talents’occupational competency in the yacht industry, so as to help with the establishment of a relevant mechanism for it and to effectively solve the possible problems existing in talents that the industry requires." |
