"Since the amendment of the''Person with Disabilities Rights Protection Act''in 2007, the role of the sheltered workshop has been changed from transitional training to employment placement. The requirements of labor laws and the fierce competition caused by the high homogeneity of the sheltered workshops resulted in sheltered workshops facing survival crises. The amount of sheltered employment services that sheltered workshops could provide for the disabled were significantly insufficient, which thus affected the employment rights of the disabled. However, the role and function of sheltered workshops in providing employment and vocational training services for the disabled was irreplaceable. It is an important issue today to assist sheltered workshops to operate sustainably under severe challenges and to also function in accordance with the career development needs of the disabled. This case study found that as long as the work could be adjusted according to sheltered employees' differences by teaching them in accordance with their aptitudes, giving them appropriate education, separating their work processes and redesigning their jobs, sheltered employees are also capable of performing competently in technical jobs with higher thresholds, such as in manufacturing apparel and clothing accessories. In this way, higher threshold skills could generate higher income to sheltered workshops and their employees, which will make sheltered employment services sustainable." |
