中國大陸十九大報告指出：「必須傳承發展提升農耕文明，走鄉村文化興盛之路」。所以要把鄉村文化振興作為鄉村振興的基礎工作，讓文化在鄉村振興中發揮其作用。在此背景下，運用社會工作的專業方法介入鄉村社區發展，從探索鄉村文化，到挖掘鄉村社區文化發展潛力，加強鄉村文化文物的傳承與利用，努力講好鄉村故事，以至於達到改善農民精神風貌、引導居民社區參與、提高鄉村社會文明程度的目標。
