從世界遺產看臺灣文化資產永續發展的經驗與因應策略

An Investigation of Experience with, and Coping Strategies for, Sustainable Development of Cultural Heritage in Taiwan from the Perspective of World Heritage

文化資產經營管理工作的績效已經是21世紀各國家文化政策所關切的新焦點，文化資產經營管理計畫的整合是為了遺產管理能夠朝向永續發展。隨著《世界遺產公約執行作業指南》2011年11月推出新修正版本後，我們看到世界遺產委員會在1977年至2011年間將該作業要點做了17次的修正，每次的修正都是為了因應時代之管理所需，採用動態的維護觀念。40年過去了，《世界遺產公約》一直以保護地球上最重要的文化與自然遺產為宗旨，相較於過去文化遺產所關切以修復為主的目標，現在文化遺產價值的追求與認同必須要滿足多元文化社會的需求。本研究的目的主要探討臺灣自《文化資產保存法》施行30年後，對於文化資產的經營管理現況及再利用是否營造出永續發展的契機。

The purpose of managing cultural heritage is to achieve sustainable development in the area of cultural heritage and this issue has become a focus of policy makers around the world. In November 2011, the World Heritage Committee released an updated version of“Operational Guidelines for the Implementation of the World Heritage Convention”. Between 1977 and 2011, this document was revised 17 times to reflect the needs of society, based on the concept of dynamic management. For forty years, the World Heritage Convention has been working to protect important cultural-and natural heritage. The main task of cultural heritage management has shifted from restoration to identifying the value of culture heritage and its ability to meet the needs of a multicultural society. The purpose of this study was to investigate the status of cultural heritage management and determine whether the reuse of cultural resources has provided opportunities for sustainable development since the implementation of Cultural Heritage Preservation Act in Taiwan thirty years ago.
