Among them, the issue of visiting Yasukuni Shrine has repeatedly pushed Japan to the forefront of international public opinion. This situation not only aggravates the instability of Japan's surrounding international environment, but also damages Japan's good image as a ''peaceful country'' that has taken nearly half a century to establish. It can be said that the Yasukuni Shrine issue has become one of the major issues in Japanese public diplomacy. The purpose of this article is to start with understanding the factors that influence visiting Yasukuni Shrine through the Koizumi and Abe adminstrations, and combine that with the evolution of Japan's public diplomacy, while observing the strategies and effects of Japanese government's response to the Yasukuni Shrine issue, and focusing on the two-way linkage between them, and then exploring the specific position and significance to Japanese public diplomacy of the Yasukuni Shrine issue. This issue seems to be a ''diplomatic misstep,'' in which it -- has gradually become one of the most important opportunities and effective means for Japanese public diplomacy to strengthen its external communication."
