社會福利機構經營綠色照顧農場之挑戰與因應策略

Challenges and Strategies for Welfare Institutions Managing Green Care Farms

綠色照顧是一種歐美興起、將自然體驗與健康照護結合的新型社會照顧模式。本研究目的在於探討臺灣社福機構經營照顧農場必須面對之挑戰及其採取之因應策略。研究採用多重個案研究，針對經由新聞內容分析篩選七家具表性經營照顧農場之身心障礙福利機構進行深入訪談。研究結果顯示社福機構經營照顧農場必須面臨六項主要挑戰：土地取得困難、法規政策限制、財務資金不足、人力專業欠缺、活動帶領困難、外部風險不定，並針對這些挑戰分別歸納因應策略。研究結果除可提供其他有意投入綠色照顧農場經營機構借鏡之外，亦可做為後續研究參考。

Green care is an emerging social care model that combines natural experience and health care. This research adopted a multiple-case study to examine the challenges and strategies for welfare institutions managing green care farms in Taiwan. In-depth interviews were conducted with seven welfare institutions for the disabled, which were selected according to an exploratory study of news content analysis. The results showed that there are six major themes of challenges for operating green care farms, which comprise the constraints of land acquisition, the limitations of legislations and policies, the shortage of finance and funds, the lack of human resources, the difficulty of leading activities, and the uncertainty of external risks. The strategies responding to these challenges were also developed. The findings of this research could provide other organizations with insight from the experiences of operating green care farms and serve as the baseline for future studies.
