本研究通過對老年夫婦的實際調查來考察使用長期照護服務的老年夫婦,在不依靠子女時,是如何滿足自己的照護需求的。感受到在家生活困難性的老年夫婦,嘗試通過長期照護服務管理者的介紹,使用通所型服務和訪問性服務來維持在家生活時,會面臨什麼問題呢?通過對這個問題的探討發現,日本長期照護制度將需要護理的老年人看作是單個的個體,並且默認子女照顧為基本前提,而在此情況之下提供的服務無法滿足老年夫婦的照護需求。這表明將老年夫婦分開以單個人的視角來分配服務的不合理性,並提示長期照護制度需要把老年夫婦看作是一個需要長期照護服務的家庭整體,從而進行製度改革的必要性。
This study examines the circumstances in which elderly couples, who require long-term care, are willing to take care of each other through long-term care insurance services, and not through the care of their children generation. The elderly couples who are struggling with care needs, try to maintain their home life by using the day services and by visiting services that are introduced by their care manager. Through this method, what kind of difficulties will they face? These examinations in this paper indicate that the current system separates care recipients as “individuals who require care” and implicitly states that “the children generation will take care of the elderly” do not need care; hence, the care needs of these elderly couples (couples being taken care of by their children) cannot be met. This situation points to the need for institutional reform that should target elderly couples as a family who needs nursing care. |
