考勤管理是有效地人力資源運用的手段,為使所屬人員在適當的工作分配下有效的完成工作,即需要以考勤加以管控。然傳統方式的簽到、刷卡機刷卡,以及在資訊發達的時代所衍生出來以指模、鞏模、或電腦ID確認,均可作為考勤管理的方法之一。本專案是應用計劃評核術(Program evaluation and review technique;PERT)之架構,以作業網(network)剖析護理人員刷卡考勤的整個作業內涵,包括排班、刷卡及申覆作業,尋找每一個作業之間的相互關係,並評核每一個作業之資源應用、時間管控與成本控制,以達到下列三項目標:1.建立一套資訊化、彈性化且兼顧各單位排班獨特性的電腦排班系統;2.簡化護理人員刷卡作業之流程;3.縮減護理人員刷卡異常之申覆作業所耗費之時間。本改善方案經FADE之問題分析與解決過程,其初步評值略具成效:1.研發完成「護理人員電腦排班系統」,明顯縮短電腦輸班時間;2.明顯減少每日刷卡異常之申覆案件;3.明顯減少申覆案件之處理時間。但日後仍需繼續追蹤此一方案之成果,並藉全體護理同仁共同參予,確認政策目標與統一作業方式,開放溝通管道,同心協力接受改變,創造行政管理最高績效。
英文摘要
Diligence management is an available tool for arranging manpower resources effectively. In order to assign and accomplish the appropriate work, the diligence system is demanded. Traditionally, signing arrival and punching card machine are the ways of managing diligence, and then the fingerprint, corneal, or computer ID confirming, all an be used in diligence management in the informational generation. This project is based on the program evaluation and review technique(PERT), through testing the whole process of the diligence with the network, including the nurse scheduling, punch card and explication process, identifying the correlation between each process, and evaluating the resources application, time consuming and cost controlling. Finally, we attained following three objectives: 1. Establishing an informational, flexible and suitable computer system for nurses' scheduling; 2. Simplifing the process of punching card; 3. Decreasing time consumption in the explication process. This project was analyzed through the FADE problem solution process, and the result showed that: 1. Developing 'the nurses' computer scheduling system', obviously shortening the time in schedule key in; 2. Reducing the cases of explication daily; 3. Obviously reducing time consumption of the explication management. But it is still needed to track the result of this project continuously, and by all nurses involved, confirm the hospital policy and unify the diligence network, communicate openly, and with acceptance to change, create the optimal administrational achievements.
