最嚴重的問題是一部份聽覺障礙兒童無法進入任何一所啟聰學校就讀，因名額有限。據權威人士說，台南啟聰學校只能錄取報名人數的60％，另40％的報名學生勢必被摒棄門外。該校雖僅收60％的報名學生，但已顯得相當擁擠。據說豐原啟聰學校錄取的比例最高，由此來看，許多聽覺障礙兒童未能接受適當教育。國家及社區應有責任為他們提供教育機會。

Serious questions arise about the number of children who can be accepted in any of the three residential schools each year. According to one authority, the Tainan school can only accept approximately 60 % of those who request admission--40% must be rejected due to lack of space. Those admitted are seriously crowded. Fong Yen is reported able to accept a higher percentage of those in the central part of the country requesting admission. The Taipei School is reported to accept only approximately 50% of those who apply. It would appear that there are many deaf children not being properly served. Each is a liability to his or her country and community if not educated.
