In order to ensure aviation safety and comply with air transportation standards, the CAA (Civil Aeronautics Administration) has the responsibility to inspect the activities of the associated airlines. Civil aviation authorities universally all have to continuously exert their best to improve the very tedious and complicated inspections The US FAA (Federal Aviation Administration) has long been striving to build a consistent and structured ATOS (Air Transportation Oversight System) surveillance program and has made a good improvement with the surveillance system. The surveillance system in Taiwan understandably is not as mature as that in U.S.A. Basically, it is less structured. As a result, inspectors may somewhat be unclear as to what they should inspect. The worst is that these inspectors could not effectively finish their inspections within a limited time. As a consequence, quality can deteriorate. Therefore, with a systematic approach, this research develops and structures aan effective auditing system aiming at airline operation inspections. An As-is methodology is used to analyze current airline operation activities, which is called 'job functions'. By figuring out all contents of job functions, the inappropriate auditing will be excluded and the system will be better structured. |
