我國智慧運輸系統供給技術發展之分析

Analysis on the Development of Supplied Technique of Intelligent Transportation System in Taiwan

智慧運輸系統(Intelligent Transportation System,ITS)相關技術在國內發展之概況你為影響國內ITS未來發展之重要因素。本文首先利用經濟學之財貨屬性與生產理論，以及資訊流及網路系統等相關概念，就ITS發展領域所運用之各項供給技術，分別界定其從公共財至私有財之產品定位及系統屬性;其次，本研究蒐集並比較美、歐、日ITS使用者服務~統(User's service)之發展，且針對本土交通特性建議我國ITS使用者服務單元之發展範疇及維護機制，並進一步嘗試依技術項目之財貨與系統屬性界定智慧運輸基礎建設(Intelligent Transportation Infrastructure,ITI)之範園。此外，本文透過ITS產官學相關專家之深度訪談與調查，分析各項技術系統之可產品化及可市場化程度，進而評估其在國內發展之優先項目及程度；最後，則就我國當前在ITS相關技術系統上所遭遇之發展方向與制度性課題加以剖析。本文相關研究結果可供政府部門擬定ITS技術發展策略之參考。

The state of art of Intelligent Transportation System (ITS) is one of the important factors that will influence the future development of ITS in Taiwan. First, this study adopts the conceptions of attributes of good and production theoη that are derived from economics, the conceptions of Information flow, and network system, in order toidentify the positioning of product and the system attributes of the supplied techniques of development areas of ITS from the public good to the private good. Second, the developments of the user's service of different countries are compared among American, European, and Japan. According to the local traffic characteristics, the defined categories and the maintained mechanism are suggested for the user s service unit in Taiwan. This study also attempt to identify the area of Intelligent Transportation Inρastructure (ITI) by the attributes of good and system for the technique of ITS. Furthermore, the leasible degrees of production and marketability are analyzed, and the priority and items of development are evaluated on the techniques of ITS by the way of interview survey to the ITS related experts in the industries, the government, and the academy. Finally, the current issues about the institution and direction of development are explored lor the related technique of ITS in Taiwan. The conclusions of this research can be referred to develop the strategy of development of technique of ITS for government.
