This paper analyzed Taiwan West Coastal (i.e. , Sibin) Expressway, a special type of expressway designed with signalized intersections, and identified issues and causes result in its traffic management problem. Those causes include improper intersection design, inadequate enforcement, pedestrian safety design, and improper signal time plan. Among them, the improper signal time plan is the most significant problem that degrades the efficiency of Sibin Expressway. Based on traffic characteristics collected Irom field investigations, this study uses Signalized Expressway Simulation (SES) Model to analyze performance of intersection on the northern section of Sibin. Average Total Delay (ATD) of intersections is chosen as the measure of intersection effectiveness. Intersections were grouped into isolation intersection and two-neighboring intersections according to spacing between each other. Time plans under different flow rates and cycle lengths of different time olweekdays and holidays were evaluated using SES model and best practice time plans were suggested. After applying best practice signal plans, the reduced ATD lor Sibin in independent intersection is among 6.5%~11.5 %, and in two-neighboring intersections 7.0~18.0 %, compared to original designs. |
