印度參與WTO的談判策略：建構主義的分析

India's Negotiation and Participation in WTO: Stages, Issues and View Points of Constructivism

從印度在WTO的談判策略，可見到其由頑抗轉向開放的過程，而參與各階段的經貿政策有不同的策略運用，這些策略不僅是經貿議題，同時也屬於印度在世界舞台的外交戰略，包括印度在WTO中各階段的角色及策略，以及印度與開發中國家的策略聯盟，如何以建構主義理論解讀等，都值得深入探討。因此，本文的以建構主義作為分析架構，旨在探討印度參與WTO的歷史階段及個別議題作為「雙重詮釋」（double hermeneutic），以了解「能動者」（印度與其他開發中國家）「結構」（GATT及WTO的規範、法律）間的學習過程，彼此如何互動及影響印度對利益的認知，對貿易認同的改變，進而促成印度貿易行為、貿易文化變遷的「結構化（structuring）過程。

From the negotiation strategy of India in WTO, there is a process of stubborn to open. In each stage we can see the different strategies of India in WTO. Not only these strategies being trade issues, but them also diplomacy strategies in the world stage. It is worth exploring the strategies and roles of India in WTO forum, including the alliance with developing country of India, and the interpretation of international relations theory. Hence, this thesis will explore the stages and issues about negotiation strategy of India in WTO under the framework of constructivism by realizing the interaction process embedded between agency and structure. And it will explore how this process influenced the identity of interest, promoting the transformation of trade culture and behavior of India.
