In August 2008, Russia dispatched troops to protect Russian Roots and attempted to intervene in independent movement in South Ossetia. Some scholars argue that Russia's military activities respond to U.S. dispatching troops to Iraq in violation of international law in 2003. Therefore this study discovers the implications that the concept ''protecting Russian Roots'' can be found in Russian diplomatic and military documents after releasing Russian Military Reform Programs in 2003. Russia seems to shape a new military umbrella as diplomatic excuses to protect Russian roots in the case of Crimean incident in2014. |
