Once a crime occurred, the State initiated the investigation and punishment. During the procedure, a group of long-term forgotten victims has emerged - the family members of prisoners. With the arrest, trial, imprisonment of loved ones, prisoners' families paid a similar price, such as lack of financial support, loss of family function, experiences of shame and guilt, social discrimination and stigma, as well as the addition expenses due to the litigation. They, however, often find it difficult to obtain sufficient assistance from the society. Even if there are assistance resources, they often know nothing about it. This article summarized the current available supportive resources for prisoners' families in Taiwan and foreign countries. The resources in Taiwan are categorized into the ones provided by the official institutions and non-governmental organizations. The resources in foreign countries are primarily driven by the non-governmental organizations, and the official agencies gradually carry out cooperation programs with them. Supportive areas include legal consultation, financial assistance, family relationship maintenance and restoration, mental health, and social initiatives. Based on the comparison of supportive resources between Taiwan and other countries, it is suggested that in the future, we should actively provide systematic assistance, resources, and information for prisoners' families, and adopt evidence-based service plans to ensure the service quality. |
