Hegemonic stability theory had been one of the most important IR theories from 1945 to the mid 1970s. As a result of the deterioration of the U.S. economy and burden of the U.S. military and security budget, this theory was considered obsolete in the 1980s. However, the robustness of U.S. power in the post-Cold War era has led to the revival of the so-called 'U.S. hegemon,' and hence this theory has again become a cornerstone in the field of international cooperation and international order. However, many scholars are now reluctant to use 'hegemon' to describe America's leadership in international politics. This caution reflects not only the debate about the validity of the theory of hegemonic stability, but more importantly, the need for an evolutionary approach in IR theory. Building on the level-of-analysis approach, this paper proposes the 'cybernetics model' to characterize the 'evolution' of hegemonic stability theory and shed light on the research method of IR theory. |
