The 1994 Rwandan crisis resulted from historical ethnic conflicts, disequilibrium of politico-economical power structures, and influences of the European colonial countries. In addition, the apathy of international society and the United Nations are also very important factors. Ethnic conflicts in Rwanda are likely inevitable for the foreseeable future, but another genocidal tragedy probably will not be repeated. How to establish political institutions based on mutual trust and power-sharing between the two ethnicities and safeguard the security and the peace in the Great Lakes region is now the big challenge for both the Rwandan government and international society. |
