The trend in the Japanese society to emphasize only the quality of life hasweakened the belief among government officials that serving the people is a sacred mission. As economic recession continues to prevail, not only do parliamentarians who represent various interest groups try their utmost to promote the interests of various industries through political maneuvering but a series of corruption cases have also been found among policemen as well as among the officials of important central administrative organs, including the ministry of Finance, the Ministry of Health and Welfare, and the Ministry of Construction. This paper explores the reasons behind the violation of law by Japanese civil servants and discusses anti-corruption methods, including the possible institution of the Civil Servant Ethics Law. The author hopes that this study may be of value regarding Taiwan's handling of corruption by civil servants. |
