啟動創新作為的因素：從創始採行「閱讀起步走」計畫談起

The Triggers of Innovative: From the Adoption of“Bookstart” Program in Taiwan

本研究最主要的目的， 是藉由我國第一個主動引進英國閱讀起步走（Bookstart）計畫的公立地方圖書館—沙鹿深波圖書館的創新經驗，瞭解在我國的官僚體系中，啟動創新作為的主要因素。本研究從Rogers 的五個創新擴散因素—相對優勢性、相容性、複雜性、可試性與可觀察性為分析構面，透過與各部門相關之創始支持者的深度訪談，檢視規模與人力皆受限的深波圖書館如何成為國內第一個採行閱讀起步走計畫者。研究結果發現，相對優勢性、相容性與可試性三種因素是促使此計畫受到採行的關鍵，然而，究其內涵，卻有與Rogers 所言相異之處。

The main purpose of the study is to understand the triggers of adoption for Bookstart program in Taiwan. The program is initiated in Sheng-bo public library, Taichung in 2003 and is later adopted by most of the public libraries in Taiwan. The researcher employs mainly in-depth interviews with the key forerunners and analyzes the data through the lens of five innovative and adoption factors, relative advantages, compatibility, complexity, trialability, and observability, from Rogers. It is discovered that the triggers of adoption fall mostly into the lens of relative advantages, compatibility, and trialability, although the context is somehow different from the Rogers’ core arguments.
