本文主要探討我國與柬埔寨雙邊的政經關係與發展，進而分析我國對柬國發展的因應策略，以及雙邊發展的前景。在本文裡的分析將著重在五個重點，首先，回顧我國與柬埔寨關係的互動與發展；二是分析台灣對柬埔寨的政經意涵，究竟我國所擁有的籌碼有哪些？對柬國利益與發展又有何影響？三是探討柬埔寨對台灣的政經意涵，柬國擁有的哪些利益？我國發展與柬國政經關係的理由為何？四是展望我國與柬埔寨關係的發展與前景，進而預期台柬關係發展可能的互動模式；最後，強調建立雙贏互利關係將提高柬國對我國的依賴，並同時提出一些建議、作法與觀念。

This paper examines the practical interests behind Taiwan-Cambodian an ties. Two issues are dealt with. First is a discussion of the development of politico-economic relations between Taiwan and Cambodia. The political and economic advantages derived by both sides are compared. The second issue includes an analysis of appropriate response strategies Taiwan should adopt towards Cambodia's affairs. By providing mutual benefits and stressing win-win relations, Cambodia's dependence on Taiwan could be increased. Cambodia needs Taiwan's economic assistance, while Taiwan desires Cambodia's diplomatic support. Based on these practical interests, Taiwan-Cambodian ties will very likely be resumed and reinforced.
