During the former Soviet era, Heydar Aliyev served for twenty years in a number of key posts, ranging from Chairman of the Azerbaijani branch of the KGB, First Secretary of the Central Committee of the Azerbaijani Communist Party (ACP), full member of the Politburo of the Communist Party of Soviet Union (CPSU) to the First Deputy Chairman of the Soviet Council of Ministers. When Gorbachev ousted him from the Politburo in 1987, Aliyev was soon overwhelmingly elected to the Supreme Soviet of the Nakbichevom Autonomous Republic on a nationalist platform. After withdrawing his membership from the Communist Party, he built a power base and became the top leader of the Azerbaijani Republic with the October 1993 election.Aliyev has held real state power over the last five years. Confronted with difficulties both internally and externally, he has shown tremendous will and courage. His ruling style has been criticized as being similar to the past Soviet system, but progress has been made during this first phase of the transition period. If he is re-elected in September 1998 and no major unforeseen obstacles or incidents occur in his next term, there are many reasons to be optimistic about the future of political and economic reforms in Azerbaijan. |
