The Influence of Sino-American Strategic Partnership Relations upon Taiwan's National Defense

「中」美戰略性夥伴關係的建立奠基於雙方不同的戰略考量。此一關係揭開了雙方在「高層政治」議題上更為廣泛的交流，為中共提供了一個更為制式的機制，使其能適時對美方施壓，進而影響美國的對台軍售與安全承諾。為有效因應「中」美建立戰略性夥伴關係而來的各項衝擊，中華民國必須整合政治、外交及軍事諸般手段，包括：模糊政策的實踐、第二軌外交的參與以及國防政策的再確認等，藉由這些不同手段的運用，方能在安全環境日益不利的狀況下，尋求自處之道，確保國家安全。

The establishment of Sino-American strategic partnership relations (SASPR) is an important milestone in foreign affairs between the United States and the PRC. SASPR provides a consultative mechanism for the United States and PRC in proceeding with tight political negotiations. The tense relationship between the United States and PRC is over, but other issues, such as human rights, Tibet, and Taiwan, may affect the PRC's contact with the United States. Therefore, SASPR's development remains uncertain and unpredictable. In this article, our discussion focuses on: (1)What is the background of the SASPR?; (2)what are its implications and developments?; (3)What is its influence upon Taiwan's national defense?; and (4)what will Taiwan's national defense policy be in the foreseeable future?
