臺灣2015年溫室氣體減量及管理法通過後對於能源部門減碳與調適之影響

A Critical Review of the Role of Taiwan's 2015 Emission Reduction Act in the Energy Sector's Mitigation and Adaptation Initiatives

為因應氣候變遷推動減碳與調適的工作，臺灣於2015年通過溫室氣體減量及管理法（「溫管法」）。實際觀察該法案之內容，可發現到，其不僅單純具有氣候法之面向，亦具有濃厚能源政策考量之能源法案性質。也因此，相當值得探討該法案通過後，對於能源部門的影響。有鑑於在溫管法通過前，政府在能源部門有減碳與調適的努力，故到底溫管法會對能源部門減碳與調適帶來什麼新氣象？故本文希望比較2015通過前的作法，以及在2015年通過後的可能帶來的改變。該法案通過至今，已經4年多。該法案最重要的里程碑，在原先規劃透過該法，建立排放權交易機制。但在近年推動卻幾乎停擺，主因無非與非核家園推動後，火力發電大增，導致排碳暴增有關。預期隨著中美貿易戰台商高科技產業回流，會更加惡化。如何平衡兼顧經濟、排碳，仍是臺灣政府未來面臨的嚴峻課題。

In order to deal with climate change, Taiwan passed Greenhouse Gas Reduction and Management Act in 2015 as an very advanced step to formally introduce Emission Trading Scheme(ETS) in Asia. However, it is unclear how such a big move would bring further change to the existing policy or laws. This article will provide a indepth investigation and comparison on the change before/after the Act, with particular focus on the changes in energy sectors.
