中國的安全保障環境認識與對外反應－－防衛計劃大綱、美日同盟、戰略構造（China's Perception and Response to the Deteriorating Security Situation:National Defense Program Guidelines,Japan-US Alliance, Strategic Structure）

2010年12月日本政府制定的新防衛計劃大綱，以及啟動亞洲太平洋地區中包括對美國的同盟戰略，中國對此提高了警戒。基於各國對中國的共同戒心、並通過共同軍事演習以強化同盟網絡的可能性，引起了中國的警戒感。但是，面對防衛計劃的大綱和美日聯合演習，中國克制了其表達疑慮之調性。在此背景下，顯示在惡化的安全保障環境下，有關中國的意見陳述和對外因應方式之政策討論，可能已經在中國國內開始了。

China is suspicious not only of Japan's National Defense Program Guidelines (NDPG) adopted by the Security Council and the Cabinet in December 2011 but also of the US alliance strategy in the Asia Pacific. China's suspicion is directed at the possibility of a shared sense of China threat among neighboring countries and the strengthening US-led alliance network in this region. However, China's tone of expressing this anxiety is relatively placid, implying that there is an argument within the Chinese government, which includes the People's Liberation Army (PLA), about how the country should express its anxiety and cope with a deteriorating security situation for China.
