Taiwan is ready to establish the Free Economic Pilot Zones (FPEZs) for the economic growth in recent years. Medical tourism is one of the project—International Healthcare Park—at FPEZs. The ground is that cosmetic plastic surgery services, a subgroup of the International Healthcare Services, is assessed as one of six industries that can keep on growing during the economic distress by the New York Times. That is, the project of medical tourism can draw international tourists to visit Taiwan and accept the plastic surgeries at FEPZs during the trip. The advantages are that the project can help Taiwan to promote its economic growth, innovate the medical techniques, health care administration and so on. However, there are many barriers needed to be overcome, such as the nature of these international juristic person when the drafted rules allowing the investment and the management of international corporations at the FPEZs; the employment and the management of international medical professionals at FPEZs, the medical stratification for the clients with higher socioeconomic status by importing new and costly medical techniques and instruments; the insufficiency of medical resources and the imbalance of some medical specialists, and so on. Additionally, the control and management of the medical quality, the transference of the medical risk, and the solution for medical disputes should be thought and designed in advance when we pursue the benefits of economic progress without creating new negative effects.
