Globalization and Global Governance : The Case Study of the Construction and Development of International Auti-Money Laundering Organizations

全球化產生諸多全球性的議題，需要相關國家放棄部分主權通力合作方能解決，因此全球化必然限制國家外部主權帶來衝擊。霸權國家因為能夠提供公共財建構國際建制，因此能夠推動符合霸權國家內部需求的政策，國際建制因而成為霸權透過國際合作解決國內外問題的重要工具。國際洗錢防制組織的建構即由美國主導，並配合美國的國家政策需求發展至今。全球治理無異是美國透過多面向的國際建制，遂行國際社會「價值權威性分配」的具體表現。

Globalization produces lots of global issues that need to be resolved through international cooperation by related states giving up their parts of sovereignty. Therefore, globalization will bring the impact of limiting the external sovereignty of states. Hegemony provides public goods to build international regimes that could copy with her international and domestic policies. International regimes thus become the important tools for hegemony to resolve international and domestic concerned issues through international cooperation. The construction of international anti-money laundering organizations was led by the United States and developed along her national policy so far. Global governance could be said that United States performs the authoritative allocation of values for an international society through multiple international regimes.
