縣市文化中心物業管理績效評估之研究

Study on the Property Management Appraisal for Existing Cultural Center

物業管理為針對建築物硬體及服務其社群與生活環境之軟體，作維護管理與全方位之經營(行政院經濟建設委員會，2004)。為使縣市文化中心建立全方位有效率之營運管理，本研究將文化中心物業管理項目分成建築物整建、建築物使用管理與維護、專業展演設備管理、生活與商業支援服務及資產管理五部分，主要目的為1.建置縣市文化中心物業管理指標系統。2.文化中心物業管理的績效評估。經由文獻歸納及層級分析法專家問卷調查，本研究獲得一重要結果，即專家認為建築物整建對於文化中心物業管理是最為重要的，其次依序是資產使用管理、生活與商業支援服務、建築物使用管理及專業展演設備管理，此結果表示文化中心要能永續經營，建築物整建是主要影響因素。此外，縣市文化中心之「生活與商業支援服務」必須加強，尤其應加強圖書閱覽服務。本研究不僅在探討及建立台灣文化中心物業管理指標之重點項目，並可將研究成果做為未來文化中心管理營運決策之參考。

Property management (PM) is directed toward both building hardware and service to the community and the living environment, and looks after maintenance and all-round operations (Council for Economic Planning and Development, 2004). There are five items of property management discussed in this paper: 1. Building renovation. 2. Building management and maintenance. 3. Performing equipment management. 4. Daily life and commerce support service. 5. Asset management. The main goal in this research is as below: 1. Develop the Cultural Center Property Management Index System. 2. Performance evaluation of property management of Cultural Centers. This study carried out a field study, along with literature review and AHP expert questionnaire, and major findings are first and foremost,「building renovation」. Next, 「asset management」, 「daily life services」, 「building management and maintenance」, 「performing equipment management」. However, daily life services must be strengthened, especially library service. This study not only established an index for Taiwan cultural centre property management, but also the findings of this study will also serve as a reference for PM of Cultural Centers.
