Current competition among international higher education institutions in Taiwan is intensive. In order to accelerate transformation and reformation of higher education, the Ministry of Education in April 2014 submitted to the Executive Yuan for approval a National University Governance and Autonomy Pilot Program. However, the policy came to termination in December 2014. Since the core spirit of National University Governance and Autonomy Pilot Program is consistent with the concept of multi-center collaborative governance, it is able to inspect related issues with regard to the promotion of National University Governance and Autonomy Pilot Program from collaborative governance perspective. In summary, this article adopts discourse-oriented research approach to collect and analyze related data related to National University Governance and Autonomy Pilot Program; furthermore, it also understands and monitors relevant policy discourse and interactive results of various discourse coalitions when promoting National University Governance and Autonomy Pilot Program through four dimensions of collaborative governance which initial conditions are: institutional design, leading type, and the collaborative process. The article aims to clarify policy problems and propose related suggestions, which could be a reference for future planning of related policies. |
