醫療糾紛造成高風險科別人力缺乏，在職醫師提前退場，年輕醫師卻步，臺灣醫療有崩盤之虞。臺中地區在法院、衛生局及醫師公會分別建立解決醫療糾紛之機制，希望透過調解（處）解決爭議，尋求和諧落幕，促進醫病關係，避免進入劍拔弩張之訴訟程序，以期有效疏減訟源。衛生局輔導各醫院成立醫療糾紛關懷小組，在有糾紛形成徵兆時，即時啟動關懷小組進行關懷與協助，舒緩病家情緒與改善醫病關係溝通迭有成效。提供臺中經驗請各界參考，希望在現行法制下，能建構出具本土特色的醫療糾紛解決機制。
