The article adopted Institutional Ethnography as inquiry method, which is based on practitioner’s point of view trying to depict the ruling relations between NPOs and the government in Taiwan. NPOs need to propose projects, sign contracts and report results regularly to ensure the funding and this article tries to expose the paradoxes and contradictions within. In this process, through different reporting mechanisms, evaluation designs and charts embedded in frontline practice site, practitioners’ thoughts, behaviors and relationships with clients are organized in the way that manifests the rupture between professional discourse and everyday life experience. Institutional Ethnography is a way of inquiry into the “ruptures” and a way that enables practitioners to produce knowledge from the very intimate everyday experiences. Therefore, this article take the record and chart of this organization as example to show how it was evolved with the annually evaluations, furthermore, to analyze how the case management discourse, representing social work profession, gradually permeated into the frontline work site and social workers’ mentality through evaluations and all kinds of discipline power over NGOs. Taking ISP chart for example, this article attempts to capture how the genuine relationship and interactions between social workers and clients were de-contextualized through being encoded in institutional discourse in chart’s text language. The rupture can be seen as a starting point that enable practitioners’ to realize, under professionalism, new managerialism and performancism, how the relationships were distorted, how the frontline practitioners were silenced, how the social workers and clients, both as humans, were made disappear in ideological practice. |
