人才關係台灣未來的發展，尤其是台灣未來的競爭力和生存力。因此，我們應檢討台灣的人才培育（包括留學政策問題），以及如何從世界各地挖角問題。為此，鬆綁相關法令為當務之急，使本國與外籍人才在台灣均有發揮的空間，才有助我們各方面的提昇。

The talent manpower relates significantly to Taiwan's competitive potentiality and surviving capacity. For our future, we have to pay more attention to educate and cultivate the talent. In addition, we must attract and employ the talent from all over the world. In order to let the talent offer their best contributions to Taiwan, we need to review and revive the out-of- date rules , regulations or even laws accordingly.
