亞洲矽谷──新竹市）道路交通安全策略與實務探討

上海世博會「臺灣館」於2010年展覽結束後，跨海落腳於新竹市，新竹市並規劃成立「世博臺灣館產創園區」，預定於2012年完成設置及營運，其後世博臺灣館將成為新竹市的亮點。而新竹科學園區於1980年設立後，歷經30餘年的發展，已使新竹市成為台灣地區科技的重鎮。新竹市向以「國際化」、「科學化」及「生活化」為發展之願景，以期提升城市之國際形象，然而，依據統計資料顯示，新竹市2010年每十萬人道路交通事故傷亡人數1,863的人（臺灣地區平均值為1,281人）；每日發生有人受傷交通事故件數15.7件，年有7千人因交通事故受到傷害。比較起新竹市2010年全年暴力犯罪發生率16.7件（每十萬人暴力犯罪發生件數）及全年暴力犯罪發生數僅的件而言，因發生幼童事故造成人員傷亡，遠遠甚於暴力犯罪事件。 另外，新竹市每萬輛機動車肇事數為144.7件，遠高於臺灣地區之平均值102.1件。雖然調查發現多數道路事故屬於可避免的人為因素，但道路交通安全事涉政府多個部門，屬公共安全重大議題，民眾因交通事故造成的傷亡，常為不可承受之重。另依據2012年3月國內人口成長統計分析資料，新竹市人口成長率為14.65%，高於全國平均數9.38%，並為全國人口成長率最高縣市，足見其為具有特展潛力的小都會城市。再依據我國人口對於車輛持有率統計分析資料，新竹市小客車持有率為28.8%、機車持有率則高達64.8%。此外，2010年新竹市平均每人享有道路面積為11.44平方公尺，遠低於台灣地區平均每人享有道路面積21.56平方公尺。種種不利的客觀條件因素及統計數字，對於從事道路交通安全的工作者而言，無疑是更為艱鉅的挑戰。
