This report is written after the author's discussions and consultations with the delegates from the civil society organizations. It presents the opinion of the civil society on the function of a national human rights commission replies to the challenges to the commission in the past decade, including the necessity of havign a commission, its possession of the power of investigation and its ndependence. This report is not intended as a theoretical review or discussion, but presents civil society's desire to see a national human rights commission established in Taiwan. |
