This article is to analyze the mastermind of Saga Rebellion during Meiji period in 1874, Eto Shinpei, who was a core bureaucrat at the beginning of Meiji government and to understand his conception to increase the national wealth of Japan in order to catch up with western powers. As the first judicial chief officer, Eto Shinpei's contribution to the modernization of Japan is unequivocal. In contrast to prior researches about him, which mainly focus on his contribution to judicial infrastructure, this article probes into two other aspects: foreign trade and domestic tax system. Although Eto Shinpei demonstrated his advancing ideas about foreign trade during Shogunate period and was able to continue it to Meiji era, it was somehow provincial in comparison to other elite bureaucrats. Finally, Eto believed that establishment of a comprehensive judicial infrastructure is the key element to domestic tax system. |
