由BBC與NHK看台灣公共電視在數位時代的角色與經營

The Role and Management of BBC and NHK in the Digital Age: Lessons Learned for Public TV in Taiwan

我國公共電視自1998年成立以來遭遇到經費、問責、董事任命與角色定位方面的問題。在進入到數位化時代也面臨到新平台服務的挑戰。英國的BBC與日本的NHK不僅國際知名，其角色定位與經營模式也常是其他國家公共電視參考的對象。本文特別以文獻探討及深度訪談等研究方法檢視英日公視治理及經營模式，以提出可供我國公視參考之處。在分析兩國公視之經費來源、預算審查、治理模式、監督機制，以及與政府的關係之後，BBC的治理模式最有助於我國公視重新檢視組織架構並釐清治理模式，而NHK的預算審查制度亦可供我國公視預算審查與監督參考。我國公視曾被批評治理與監督不分、權責不明，或可借鏡BBC的作法，將實際運作交由執行委員會處理，董事會只制訂大方針及監督執行委員會的營運績效。

Taiwan Public TV Service (PTS) has confronted with many problems such as funding, accountability, board of directors appointment, and positioning since its establishment in 1998, especially when it entered the digital age, it has encountered more challenges from the new emerging media platforms.This paper employed literature review and in-depth interview methods to analyze the system, governance, accountability, and funding of BBC and NHK models. It concludes that Congresses in the UK and Japan do not interfere with the program production and details of the budget of BBC and NHK when they review their financial report.Also, BBC's governance reform can be learned by PTS in Taiwan as well.
