從美軍模式評估我國聯合作戰指揮機制

The Assessment of Taiwan’s Joint Operational Command System: From the Perspective of U.S Model

近年來美軍積極發展的「聯合作戰」概念，對我國作戰指揮體制改革，具有重要意義。面對中國武力威脅，台灣未來防衛作戰將呈現預警時間短、決戰速度快的特性，因此我國部隊應建立更完善的聯合作戰指揮機制，提升快速反應能力，充分發揮各軍種統合戰力，以嚇阻並防衛敵人入侵。從美軍模式分析，我國聯戰指揮機制的革新，未來應包括幾項重點：建立明確的指揮關係；推動指揮鏈路簡捷化；提升部隊快速反應能力；以及加強統一指揮與戰力整合效能。對台灣而言，透過新的組織理念推動部隊作戰指揮體制改造，加強聯合作戰效能，將是建立因應未來戰爭防衛能力的必要作為。

The concept of joint operation, which have been uphold the US armed forcesin recent years, have important implications for the reform of Taiwan’swar-fighting command system. In the face of China’s military threat, Taiwan’sdefense will be characterized with little warning and short-time lasting; therefore, itis needed for Taiwan to develop a sound command system for joint operation, so asto facilitate rapid reaction capabilities and integrate war-fighting effectivenessamong services. From the perspective of US model, several key points should beenlisted on the top of Taiwan’s reform agenda on the command system for jointoperation. They have included: clear command relationships, brief commandchains, rapid reaction capabilities, unified command and force integration. ToTaiwan, it would be a crucial measure to develop new organizational concepts,implement the transformation of command system, and improve joint war-fightingeffectiveness, in order to cope with the military threat from China in a future war.
