近年,中國對外行使權力的多元型態引起國際關注,而台灣正是面臨中國權力作為的最前線。本文著眼於,從行使權力的場域(中台兩岸之間、國際空間)與關係性(直接性、間接性)探討中國對台灣的權力行使,並將之分類為強制性權力、制度性權力、結構性權力、建設性權力,藉此分析習近平政權各時期的特徵與演變,從而得出以下三點論述。第一,習近平政權與胡錦濤政權不同的是,偏好在中台兩岸之間、國際空間行使直接性的權力。第二,習近平政權行使直接性的權力,在美中新冷戰態勢鮮明化之際,導致美國加深對台灣的參與程度。第三,在2020年台灣總統選舉的競選過程中,中國雖然控制對台灣行使權力,但很難說其力道有所減弱。是故,如何以結構性的方式,掌握習近平政權將在哪些領域、以怎樣的方式對台灣行使權力,非常重要。 The different forms of power that China can exercise externally has attracted attention in recent international politics, and Taiwan is at the forefront of resisting China's power. This paper analyzes China's power against Taiwan by focusing on the social relations that power works through (interaction between China and Taiwan or social relations of constitution) and the specificity of the social relations (direct or diffuse), while classifying these powers into four types: compulsory power, institutional power, structural power, or productive power. This paper then analyzes the features of Xi Jinping's usage of power towards Taiwan and points out the following three points. First, differing from Hu Jintao, Xi Jinping has a strong tendency to prefer the exercise of direct power. Second, China's direct power against Taiwan has led to a strengthening of the U.S. participation in Taiwan's security, while the structure of a new Cold War has become a reality. Third, although Taiwan has succeeded in suppressing the effects of China's power in the 2020 presidential election campaign, it does not mean that China's power against Taiwan has declined as a whole. Therefore, it is important to understand structurally how Xi Jinping's China uses its power towards Taiwan. |
