國際觀光雖然經歷2003年的SARS、2009年的全球經濟風暴,但全球觀光旅客仍於2012年突破10億人次,達到10.35億人次,並逐年成長。然而,受到新冠狀病毒疾病(COVID—19)疫情的快速擴散,為觀光和休閒產業埋下亂源,聯合國世界觀光組織預估2020年全球觀光整體將減少8.5億至11億國際遊客,觀光業收入損失9,100億美元至12,000億美元,並使得1至1.2億個觀光直接關聯的工作面臨風險。臺灣觀光產業也受到新冠肺炎的影響甚鉅,本文從全球觀光動向及臺灣觀光情勢,討論新冠肺炎疫情對觀光產業的影響,危機就是轉機,如何將國人愛出國的情況,轉變為國內旅遊的動力,進行良善的觀光規劃,推動適宜的觀光產業發展策略與措施:在促進外國人來臺的觀光策略上,可採行旅遊泡泡(travel bubble)的理念,推動臺日、臺韓等國的雙邊旅行結盟|在國內觀光的規劃與發展策略上,則可推進旅遊地管理暨行銷組織,並加強經典小鎮、休閒農場區的社區旅遊。 |

Taiwan's tourism industry is also greatly affected by the new coronary pneumonia (COVID-19). This article discusses the impact of the COVID-19 on the tourism industry from the global tourism trends and the tourism situation in Taiwan. Crisis is turning point. How to transform the situation that Taiwanese love to go abroad into the driving force of domestic tourism, carry out good tourism planning, and promote the development of suitable tourism industry strategies and measures. In promoting the tourist strategy of foreigners coming to Taiwan, the concept of a travel bubble can be adopted to promote bilateral travel alliances between Taiwan, Japan, Taiwan and South Korea. In the planning and development strategy of domestic tourism, it can promote tourism destination management and marketing organization (DMO) and strengthen community tourism in classic towns and leisure farms. |
