馬祖設置觀光賭場治安管理之探索性研究：警政系統觀點

An Exploratory Study of the Public Security Administration Strategies of Casino in Matsu: From the Viewpoint of Policing

我國於2009年初修法將離島博弈特區的觀光賭場除罪化，馬祖並於2012年7月公投通過，同意在馬祖設置觀光賭場。據國內的民意調查顯示，許多民眾對於設置觀光賭場的最大疑慮是治安問題；但國外的相關研究則顯示，若有足夠的治安管理規劃，觀光賭場將不會造成嚴重的治安問題。本研究以半結構式訪談方式為主，進行前導性訪談、電話訪談與當面訪談等三階段訪談，訪談了九位連江縣警察局的幹部，並將訪談逐字稿以紮根理論研究法進行分析。研究發現，馬祖有「六同關係」維繫鄰里情誼，發揮了強大的守望相助功能；另依據分析結果，本文歸納出設置博弈專責警力、整建錄影監視系統、增置執法軟硬體設備、建構跨域聯防機制、業者享權利盡義務及延伸六同關係以發揮守望相助功能等受訪者之建議。

Taiwan had conditionally decriminalized casino gambling in the outlying islands of Taiwan under a draft amendment, 'The Regulations on the Development of Offshore Islands', in 2009. Also, Matsu has passed the referendum of sightseeing game on July 7, 2012. However, public security ranks the major concern on citizens' mind according to the opinion poll survey. Based on the given foreign research reports, casino gambling will not cause serious security issues if proper public security administration is engaged. This paper was conducted by semi-structured interview, performed by the pilot interview, phone interview, and person-to-person interview.Nine cadre members of Lienchiang County Police Department were interviewed and analyzed by grounded theory based on the interview data. According to our findings, six kinds of connection reveal the strong relationship to bond the people together and help one another when needed. Besides that, the suggestions to establish the special police task force unit, reinforce home visit operation, reconstruct the surveillance system, perfect the hardware and software equipment, build the cross zone defense, and casino owner should fulfill his right and obligationwere also concluded by the interviewers.
