Analysis of Cases Received from Service Mailbox Related to Sanitation Management and Labeling Regulations of Food Utensils, Containers and Packaging From 2014 to 2018

為達食品安全要求，食品器具容器包裝產品及其相關業者應符合食品安全衛生管理法及其相關規定。而配合法規推動，各界可於衛生福利部食品藥物管理署（下稱食藥署）網站之為民服務信箱提出諮詢意見，本研究就該信箱103－107年間之897筆案件，分析其材質類型、案件類型及經時變化，結果顯示案件數以塑膠類材質（617筆，68.8％）或標示類案件（492筆，54.8％）為主，並於105－106年達到高峰，而案件類型主要包括「食品業者登錄類」之規範對象判定疑義、登錄系統欄位填法疑義及其他登錄系統操作問題等；「GHP準則類」之健康檢查規定、記錄規定及其他或通則性規定等；「標示類」之特定標示內容疑義、公告應標示品項判定疑義及標示位置及方式疑義等；「其他衛生管理類」之選用適用使用疑義、其他衛生安全規範及檢驗規定疑義等，其中食品業者登錄類及標示類之案件數至107年有下降情形，可為宣導品及後市場查核等多方管道措施之成效展現。後續期能透過各種溝通途徑，協助業者導入必要之管理措施，共同維護消費大眾之食品安全衛生。

To meet the requirement of food safety, food utensils, containers and packaging, and related businesses should comply with the Act Governing Food Safety and Sanitation and its related regulations. With the enforcement of regulations, all parts of society can submit comments through the service mailbox of Food and Drug Administration, Ministry of Health and Welfare website. There were 897 cases received from the mailbox from 2014 to 2018. This article analyzed the types of materials, types of cases and their time-dependent changes. The results demonstrate that plastics (617 cases, 68.8%) and labeling regulations (492 cases, 54.8%) were the major types of cases, and the numbers of cases peaked at 2016- 2017. Major types of cases included “food business registration” type: determination of regulated objects, filling logic of registration system and other operative problem of the registration system, “regulation on good hygiene practices”: health examination requirement, record requirement and others, “labeling”: questions for specific labeling items, determination of labeling regulation objects and questions for labeling methods and “other sanitation management”: questions for selection, suitability or usage, other sanitation regulations and testing regulations. The number of food business registration and labeling cases decreased in 2018, which could imply as the outcome of multiple measured such as propaganda and postmarket inspections in action. With various follow-up communication approaches, the businesses are led to introduce necessary management measures, so as to safeguard the food safety and sanitation for the society as a whole.
