毒品戒治之跨域治理解析──以台灣基督教福音戒毒為例

The Analysis of Drug Users' Treatment with Cross-domain Governance -Taiwan Christian Gospel Treatment as An Example

本文旨在解析台灣毒品成癮戒治之複雜議題，並以基督教福音戒毒為例，嘗試建立福音戒毒模式，作為擴大運用及政策之參照。研究策略係以公共事務管理（PAM）整合參考架構為基盤，進而運用跨域治理（CDG）應用研究架構，予以釐清基督教福音戒毒之課題案例，再結合兩架構以詮釋解讀福音戒毒個案避免復吸之判斷決策。研究的主要結論：以司法為主之強制勒戒成效不彰、基督宗教為利社會因子、及基督宗教之福音戒毒模式有助於全人復元；最後，經由本研究所建立的福音戒毒之CDG應用研究架構，除作為實務運用之參考外，筆者將延續此階段性成果，後續再結合社會判斷理論（Social Judgment Theory, SJT）與互動管理（Interactive Management, IM）兩研究方法，以期能更深度掌握個體認知結構並獲得群體共識之決策方案。

This study mainly analyses the complex issues of drug-addicted treatment by using the example of Christian gospel treatment to expand the operational skill and the reference of strategies. Our strategy of study depends on the integrated reference framework of Public Affairs Management(PAM)and the applied research framework of Cross-domain governance(CDG)to clarify the case of Christian gospel treatment, then we combine the above two frameworks to explain the case of Christian gospel treatment and prevent judgment and decision of the relapse. Conclusion: The effect of the justice mandatory treatment is not obvious, and the pro-social factors and model of Christian gospel treatment can contribute to recover from the drug addiction. Finally through the CDG applied research framework of gospel treatment referred by empirical research, author extend the periodic outcome and combine the study method of Social Judgment theory(SJT)and Interactive Management (IM)to truly realize the individual framework of cognition and obtain the consensus on decision.
