本研究以3D地理資訊系統(Geographic Information System,GIS)圖資管理與建模方法應用現況,研析後續整合應用在土地開發工程可行性,並研擬未來發展規劃建議。同時,擬定工程圖資管理機制與導入實作方法,除以過去圖紙與各類檔案格式所產製工程圖資,規劃工程圖資數化流程、轉檔及未來產製方法研析外,另參考內政部營建署「公共設施管線資料庫標準制度」,訂定土地開發工程產製公共設施管線圖資2D、3D屬性資料架構。實作則以運用無人飛行載具(Unmanned Aerial Vehicle,UAV)進行攝影3D建模,其符合土地開發工程之大面積、快速、高精度之需求,有效在短時間建置3D模型及瞭解工區變化。同時,建置具系統性、邏輯性之雲端圖資管理資訊系統(Management Information System,MIS)及2D、3D展示圖臺,從圖資類別、格式、坐標系統、比例尺、權屬單位等進行一致性操作規範,以達到政府間內部有效共享、外部流通整合的資訊架構。
英文摘要
The study analyzes 3D Geographic Information System (GIS) data management and Modelling method, and reviews their applications. The possibility of integrated application on the land development engineering and future development planning suggestions has been discussed. Meanwhile, this project drafted the engineering drawing managing mechanism and applied in practice. Besides the data created by traditional blueprints and documents, the study also took reference of the Public Facility Pipeline Data Standards from the Construction and Planning Agency, Ministry of the Interior, to establish the public facility pipeline data (2D, 3D) characteristic structure. In practice, Unmanned Aerial Vehicle (UAV) was used to create 3D models of the construction site. This method suits the demands of rapid, high resolution and large coverage. 3D models could be established rapidly and the change of site can be easily observed. Meanwhile, the cloud management information system and 2D, 3D display platform have been established. It uniforms the data characteristics, format, coordinates system, scales and authority units to facilitate the internal sharing amount of government departments and external integrated information structure.
