This research not only explores both the recyclable management/maintenance pattern and the recovery treatment model for greening materials, but also tries to establish a specific model of management/maintenance for the green plant materials at university campus, and then submits some integrated suggestions for urban recycling treatment system for wasted greening materials. The content of this research includes evaluation of the effect and experience how the local governmental departments promote the recycling and recovery of waste green plant materialism in Taipei, and the practical experience at some university campus in Taipei since 2000 July-garbage tax change with special bags enforced. According to these experiences, this research tries to apply ISO14000 environment management system that is commonly accepted internationally into a project case-National Taiwan University, Main Campus, so that it can establish a proceeding model for the recovery of wasted green plant materials. The conclusions and suggestions of this research are:Firstly, it is prior that each agent must develop a model of on-side recycling treatment system;Secondly, the governmental department ought to make all the wasted green plant materials back to the resource recycling treatment system by way of both legislation and public policy so that it can raise the demand for the market of recycling products of greening materials, prosecute the greening procurement law and regulate the products classification and quality control. Then, it can attend to create a profitable competitive miller for the private sector, and normalize the mechanism of recyclable products market. |
