Exploring Constitution-Making and Constitutional Change

我們先將討論人民的制憲權、以及憲法制訂與民族塑造的關係。再來，我們要探究為什麼一個國家要制訂憲法，也就是制憲的動機。然後，我們要分析制憲的時機。接下來，我們要分析制憲的途徑。其次，我們要探討制憲過程必須面對的課題，包括啓動方式、制憲個體、以及公民參與。同時，我們也要瞭解制憲的實質內容，包括憲政持久、萬年條款、以及憲政體制。最後，我們將嘗試建構一個憲法變遷的概念架構，來鋪陳相關因素的因果關係。

We shall start with discussions of the constituent power of the people and constitution-making and their relations to nation-building, then explore why a state undertakes constitution-building, and examine its timing. After looking into carious approaches of constitution-making, we will examine some issues to be decided, including mechanisms of launching constitution-making, entity, and public participation. Meanwhile, we will also understand the substance of constitution-making, including constitutional endurance, eternity clauses, and constitutional systems. Finally, we will provide for a conceptual framework for understanding the causal links during constitutional changes.
