應用層級分析法建構鐵路號誌設備維修策略之評選模式

行政院計畫於2017-2024年期間投入4,241億元推動前瞻基礎軌道建設,帶動整體經濟發展及促進軌道交通產業成長,基於號誌系統為鐵路運轉安全關鍵設備和維修策略多元發展,本研究以中、低運量捷運和輕軌鐵路等城市軌道交通系統為對象,探討鐵路號誌設備的最適維修策略,並應用修正式德菲法和層級分析法,建立鐵路號誌設備維修策略的評選模式,研究發現「系統維護之服務能力」、「緊急事件應變能力」和「人力成本效益」為決策重要因素,此結果指出無論採取自辦維修或委外維修,皆須在確保營運安全及衡量維修預算下,擬訂系統可靠度指標,再據以建立系統維護服務能力及緊急事件應變能力,以掌握實現客戶滿意度的能力,另本研究基於研究結果,提出具體的管理意涵。 The Executive Yuan plans to invest $424.1 billion TWD in the period 2017–2024 to promote the prospective basic-track construction for driving the overall economic development and encouraging the growth of railway equipment-related industries. Furthermore, the signalling system is a critical safety equipment of railways and the development of maintenance strategies should be diversified. Therefore, this study selects the urban rail transit systems including the medium- and low-capacity MRT and light-rail system as the research object to explore the optimal maintenance strategy of railway signalling equipment and establish a selection model for railway signalling equipment maintenance strategies using the Modified Delphi Method and the Analytic Hierarchical Process. This study found that “System Maintenance Service Capability, Emergency Response Capability, and Labor Cost Effectiveness” are important factors in strategic decision-making. This result indicates that regardless of whether a company adopts self-service maintenance or outsourced maintenance, they must define reliability performance indicators such that operational safety is ensured and budget control is evaluated, and then follow up to establish system maintenance service capabilities and emergency response capabilities accordingly to achieve customer satisfaction. In addition, this study provides specific management implications based on the research results.
