Theories and Practices of Education Conglomeration for Elementary Schools

教育集團化係多校因互利共榮而組建學校集團，經組織運作和文化合作，產出互補、互助、共強的發展綜效，解決教育資源、教育機會和教育品質不均、優質學校不足的問題，為大陸地區小學教育政策推動和研究熱點，對於變革臺灣小學教育治理具參考價值。本文討論小學教育集團化的核心理念、理論基礎、成功發展要件、可行發展類型、遭遇問題及改善對策，形成系統性論述，供臺灣地區小學和主管教育行政機關推動教育集團化辦學政策時參考。 The education conglomeration means that several schools grouped together as a school conglomeration with mutual benefits and shared honor. They cooperate on organizational operation and culture, produce synthetic accountability, and solve some problems concern about inequality in educational resources, schooling opportunities and educational quality, as well as deficiency in excellent schools. Education conglomeration for elementary schools is a hot topic in conducting educational policy and educational researches in China nowadays, also have referenced values to reform the educational governance in Taiwan. The study discussed the core belief, theoretical bases, requirements for successful development, available development types, encountering problems, and improving strategies about the education conglomeration for elementary schools to shape a systematic discourse as references to elementary schools and educational authorities in Taiwan.
